“Promoting Quality and Recognition of Transnational Education in Armenia and Georgia.”

From 2014, The National Center for Educational Quality Enhancement is actively involved in the implementation of Tempus Project “Promoting Quality and Recognition of Transnational Education in Armenia and Georgia.” The three year project is funded by Education, Audiovisual and Culture Executive Agency (EACEA) and involves major institutions in Georgia and Armenia operating in the field of quality assurance.
This project aims at enhancing quality and promoting regulation and recognition of transnational higher education and establishing internal quality assurance mechanisms. One of the leading partners of the project is the International Institute for Educational Planning (IIEP) of UNESCO and its one of the main obligations is to ensure consideration of OECD/UNESCO guidelines within the project.
Quality Assurance Standards and indicators of Transnational Education will be developed in the frames of the project. Piloting of standards and indicators will be implemented in the partner universities of the project.

General objectives of the project are:
- To build on the capacity of the Armenian and Georgian Higher Education Institutions and quality assurance bodies to effectively manage quality assurance of Transnational Higher Education.
- To develop and integrate quality assurance mechanisms into the institutions which offer Transnational Higher Education.
- To develop quality assurance standards and procedures for quality assurance systems to effectively manage the quality assurance procedures at universities providing Transnational Higher Education.
- To ensure regulation, quality assurance and recognition of Transnational Education provisions in Armenia and Georgia.
The project consortium consists of 18 member institutions. The TEMPUS project coordinator is French University in Armenia. The partners of the project are: Quality Assurance Agency For Higher Education (QAA), European Foundation for Management Development (EFMD), National Center for Professional Education Quality Assurance (ANQA), The International Institute for Educational Planning (IIEP) of UNESCO (France), Caucasus University (CU), Akaki Tsereteli State University (ATSU), Batumi State Maritime Academy (BSMA) and existing higher education institutions in Germany, France, Great Britain and Armenia.

Training Kit of Transnational Education
Based on the analysis of international practice a Training Kit on Quality Assurance of Higher Education and Transnational Education issues was prepared in order to support continuous professional development of practitioners and students. The Training kit focuses on quality assurance systems of Transnational Education in Great Britain, France, Belgium, Armenia, Georgia, on internationalization in the European Higher Education Area and identifies issues for further analysis.

Transnational Education Quality Assurance Guidelines

The paper on “Transnational Education: the Georgian Context” was prepared with coordination of National Center for Educational Quality Enhancement. The paper reflects international practice, defines terms related to Transnational Education, types of Transnational Education Providers in the European Higher Education Area, types of program mobility and international guidelines of Transnational Education. The paper reflects the existing experience of Transnational Education in Georgia, quality assurance of international joint programmes, analyzes the existing standards and their relation to the European standards, guidelines and European approaches to quality assurance of joint programmes.

“Master in Higher Education Management: Developing Leaders for Managing Educational Transformation.

In October, 2012 a three-year joint project was launched and implemented by the financial assistance of Education, Audiovisual and Culture Executive Agency (EACEA), with the aim to promote transformation of higher education management in Armenia and Georgia through introduction of a new Master’s programme/professional development courses in higher education management.

The objectives of the project are the following:
- Development of a Master's programme in HE Management
-Enhancement of the institutional capacity to implement a new Master's programme (teaching and learning and management of the programme);
- Promotion of a change dialogue among stakeholders through establishment of a Professional Association of Educationalists leading to system transformation.

The objective of the project is development and launching of the Master’s programme and respective professional development courses, which will encompass the integration of innovative teaching, learning and higher education management methods. The curriculum and quality assurance of the programme will be compatible with the requirements of the Bologna Process.

The project will be implemented through the following 9 workpackages:
1. Curricula development;
2. Staff capacity building;
3. Pilot of the new curricula;
4. Initial Accreditation of the new MA;
5. Establishment of the Professional Association of Educationalists;
6. Dissemination;
7. Quality control and monitoring;
8. Sustainability;
9. Management.
